Le Poste

Reporting to the Head of EPMO, The Manager facilities Project is responsible for the management of the Facilities Division, in charge of the collection, evaluation, planning and implementation of development and construction projects within the time, budget and quality requirements of the project.

He/she: develops and implements the project plan, coordinates the development of the various specifications, the selection and tendering of contractors, monitors all stages of construction and fit-out, ensures quality and budget, all in accordance with the project schedule.

He/she: develops and implements the strategy for the management and maintenance of buildings and equipment, coordinates the management of MTNers' requests within the framework of the activities covered by the facilities department; supervises and coordinates the activity of the service providers in charge of the maintenance or repair activities of the MTN equipment or buildings, ensures the quality, the management of the budget and the deadlines for processing requests

Operational responsibilities
Management of the pre-construction phase
- Coordinate and collect requests
- Set up the project team
- Develop the project plan
- Coordinate the process of acquiring land or premises
- Coordinate building permits, licenses, authorizations, approvals
- Make proposals and, with management approval, retain appropriate consultants in all necessary professional fields.
- Coordinate the procurement process with all suppliers and stakeholders
- Manage all consultants to ensure the timely and cost effective preparation of design plans, drawings and other documents required for project approvals.
- Ensure that architects, engineers and other consultants prepare all necessary working drawings and construction specifications for the project.
- Manage contracts for all stakeholders and subcontractors

Construction phase
- Administer and supervise contracts with all contractors, 
- Prepare, negotiate and issue all change orders and change directives;
- Monitor construction performance in accordance with the project schedule, 
- Identify and correct all construction defects
- Coordinate the commissioning process of the buildings by the contractors;
- Ensuring certification of all interim and final payments; and
- Organising the certification of project completion.

Project cost control
- Drawing up a detailed budget
- Validate the detailed budget
- Drafting the commitment plan
- Establish and implement project cost control, checking invoices for payment, 
- Carry out budgetary control and reporting
- Validate change requests

Management of buildings and equipments
- Administer and supervise the contracts of service providers in charge of maintenance activities of MTN buildings and equipment
- Coordinate the management of requests 
- Plan and monitor the Buildings and Equipment Management strategy

Profil du Candidat

The ideal profile will Minimum 3 years degree in architecture, , civil engineering or project management and fluency in English, with experience in the following fields:
- 5 to 10 years' experience in construction project management, with experience in team management
- Experience of working in a medium sized multinational organisation
- Certifications PMP, Prince 2 Certificate in Civil Engineering
